About PacificSource Health Plans

We are an independent, regional, not-for-profit community health plan serving the Northwest. Based in Springfield, Oregon, PacificSource has local offices throughout Oregon, Idaho, Montana, and now Washington. Our family of companies employs more than 1,000 people, serves more than 300,000 individuals and has 3,900 employer clients throughout the Northwest, based on the PacificSource Monthly Enrollment Report.

Expanding offerings to Washington

In 2017, PacificSource Health Plans announced our expansion of Medicare plans in Washington state, and this year we have filed to offer commercial plans here.

Partnership with MultiCare

“Together, MultiCare and PacificSource are focused on improving access to care, efficiency, and quality outcomes in the communities we serve,” said Bill Robertson, president and CEO of MultiCare. “This collaboration helps us with those goals.”

 

Currently, PacificSource and MultiCare offer multiple access points of care for members with Medicare plans. We offer a no-cost nurse advice line and no-cost virtual care through MultiCare’s “Virtual Care” video visits, which can be accessed from a patient’s home. Patients can also access MultiCare’s Indigo Urgent Care centers found at 16 locations in the region. MultiCare offers more than 3,500 providers through its MultiCare Connected Care network.

Commitment to our communities

For us, healthcare goes far beyond insurance. It means providing programs that help members stay well so they can live well. It means providing financial and volunteer support for local charities that improve the quality of life in our communities. And it means supporting and collaborating with other like-minded organizations—such as the 100% Access Coalition, the Archimedes Movement, and HealthMatters—to help ensure everyone has access to necessary healthcare.

Meet our local leadership team, based in Tacoma

Todd Lovshin, VP and Washington Regional Director

Bio >

Todd Lovshin serves as Vice President and Washington State Regional Director. Based in our Tacoma, Washington office, Todd is responsible for business development and operations in the state.

Todd joined PacificSource in 2012, serving as PacificSource’s vice president and Montana regional director. In addition to his time spent on the executive leadership team with PacificSource, his past roles include vice president of corporate development and government relations at Montana-based Allegiance Benefit Plan and the first Insure Montana program manager for the Montana Commissioner of Securities and Insurance. Todd has also served on numerous advisory panels, including the Exchange Stakeholder Council, the Montana State Employee Benefits Group Advisory Council, and the Montana Comprehensive Health Association.

Todd is active in community theatre and enjoys spending time with his family exploring the great state of Washington and all that it has to offer.

Kevin Corcoran, Regional Sales Director

Kevin joins PacificSource Health Plans as regional sales director. In this role he will work to serve the health care needs of the communities in Pierce, Spokane, and Clark counties and support our provider partners MultiCare and Legacy Health.

Sandra D. Durbrow, Director of Provider Network

Bio >

Sandra Durbrow brings to PacificSource extensive experience in the areas of provider relationship management and health plan operations. Before joining the company, she worked for more than six years as a consultant for clients including First Choice Health Network, Darla McGahee and Associates, MBO Associates/Amerigroup and others.

Earlier in her career, Sandra served first as director of common processes and later as director of national contracts at Molina Healthcare in Long Beach, California.

Target availability for individual and group plans is 2020, pending approval by Washington State Office of the Insurance Commissioner. Medicare Advantage plans are available now.
